BPDA organisational operations
A practical, workable framework — based on the information provided — to energise BPDA's organisational activities and coordinate the work of its four categories of members:
1. IT-based central monitoring and evaluation
-
1
Real-time tracking dashboard
A central dashboard under the IT department recording members' day-to-day work updates (hospital visits, promotion of telemedicine services, onboarding of new institutions).
-
2
Performance index (KPI)
An automatic points or rating system based on the pace and success of members' work. The executive council approves new committees (union to central) on the basis of this rating.
2. Work allocation and progression across four member categories
A possible working structure of four categories, by the scope of members' work:
-
Bronze
Category 1 (primary / field-level member)
Bridges patients and telemedicine services at union and municipality level. Starts as a telemedicine user, attends training on time, and pays the monthly telemedicine user fee on time. Counted as a Bronze member.
-
Silver
Category 2 (operational / coordinating member)
At upazila and district level, makes first contact and networks with clinics, dental chambers, physiotherapy centres and ambulance providers; guides at least 12 members to pay their monthly telemedicine user fee on time to implement telemedicine services. Signs MoUs as BPDA's representative to complete bpda.com.bd registrations and meet targets for doctors, hospitals, clinics, diagnostics, dental chambers, physiotherapy centres and ambulance services. Receives all Silver benefits; no monthly telemedicine fee for Silver.
-
Gold
Category 3 (MoU and administrative member)
A member proven in organisational skill. User fee waived. Coordinates directly with MoU institutions and supervises service quality. Counted as Gold; all Gold conditions and benefits apply.
-
Platinum
Category 4 (policy-making and board member)
The highest-performing members. They receive a monthly honorarium, draw up future plans and lead at central and divisional level.
3. Phased reorganisation of committees
-
1
Forming a convening committee
With the previous committee dissolved, a temporary 'convening committee' keeps field activities running. Such members are counted as Platinum; Platinum conditions and benefits apply.
-
2
Sub-committees and full committees
Based on the IT department's monitoring reports and a 3–6 month evaluation of work, full committees and sub-committees at union, municipality, upazila, district, metropolitan and central level are announced with qualified members.
4. Incentives and digital recognition
-
1
Published web profiles
Skilled and promoted members' photo, name, designation, mobile number and area of responsibility are added directly to www.bdpda.org, raising their social and institutional standing.
-
2
Financial benefits
When a member's category changes on evaluation, the user fee is waived and a monthly honorarium arranged — an incentive for other members.
5. Network expansion and MoU management
- Through members, bring local health institutions under www.bpdatm.com and launch a central referral system via digital agreements (MoU).
- Category 3 and 4 members regularly supervise that services flow smoothly between MoU institutions and patients.
Implementing this framework will bring transparency to BPDA's work, motivate members, and establish a strong nationwide digital healthcare network.
